It supports call center operations for emergency calls managed by 41 call-taker locations across 49 cities in a two-county region.

Engineered for resilience, the building can operate independently for up to 10 days during a disaster. Features include secure server rooms, on-site power generation, water and food storage, and sleeping quarters to ensure uninterrupted service. The hardened structure is built to withstand Category 5 hurricane conditions and is equipped with advanced security, audiovisual, and IT systems to support continuous operations.

Interior spaces accommodate administration, communications, and 9-1-1 support services. A flexible boardroom and training area can be subdivided into three smaller rooms, while additional program elements include private offices, a 24/7 command center, locker rooms, and a fitness center.
