At George Bush Intercontinental Airport (IAH), the Terminal A TSA Recapitalization project centralized four separate Checked Baggage Resolution Areas (CBRAs) that were previously located behind the ticket counters. These were integrated into a single, ramp-level Checked Baggage Inspection System (CBIS) and CBRA in the North Bag Room.

The centralized system improved TSA staffing efficiency and reduced the number of required Explosive Detection System (EDS) machines. The CBIS was designed with built-in capacity to support a fourth EDS machine, allowing for future expansion.

To meet updated TSA Planning Guidelines and Design Standards (PGDS), the project included a complete baggage handling system upgrade. It also relocated the CBRA into a new enclosed and climate-controlled space that provides improved working conditions for TSA personnel.

In collaboration with baggage consultant BNP, the design team implemented a multi-phased construction plan that allowed Terminal A to remain operational throughout the project. Extensive field investigations guided the design of new conveyor alignments through ceiling spaces that had not previously supported baggage infrastructure, enabling efficient connections between the North and South Bag Rooms.

The project also reconfigured the ticket counters into the former CBRA spaces, creating more lobby space at the ticketing level. Renovations in the baggage claim ceiling plenum provided the right-of-way clearances necessary to support long-term system performance.
