PGAL designed a new four-story, 20,800-square-foot police training facility to replace the original building destroyed by flooding. The new facility doubles the original interior space and includes classrooms, offices, and armories for local and federal law enforcement. Additional features include exterior storage and training space on the ground level and rooftop sniper training.

PGAL also provided civil engineering services to improve the site’s levee system, which was overtopped by Hurricane Harvey floodwaters. The project evaluated alternatives for raising the levee elevation to at least one foot above the 500-year flood level. The selected solution incorporated concrete flood walls supported by drilled shaft foundations and reconstruction of the site access road at the same raised elevation. Site improvements also included a new storm water pump station with emergency power, grading for a raised maintenance building pad, and a new storm sewer system to collect rainwater and connect to the new training facility.
