The expanded Precinct 4 Service Center brings together essential county operations on a unified campus focused on public service, operational efficiency, and environmental performance. The site includes a 31,000-square-foot Administration Building and a 28,000-square-foot Warehouse Shop with three enclosed paint booths. Additional components include a covered equipment lot, fueling station, and a public transfer station for recycling and storm debris collection.

At the heart of the campus, the Administration Building features a five-faceted floor plan organized around a central courtyard. This layout enhances collaboration among nine departments and provides strong indoor-outdoor connections. A two-story gabled entry leads directly into the courtyard, where mature trees and native landscaping were preserved as part of a low impact development strategy.

Daylight fills the interiors through clerestory windows and a high-sloped ceiling. A two-story Texas limestone wall visually anchors the interior and reflects the surrounding landscape. Open office areas support transparency and give nearly every workspace access to shared outdoor space and natural light.

The campus achieves net-zero energy performance through rooftop photovoltaic panels, a geothermal system, and environmentally responsive site design, aligning with Harris County’s sustainability priorities.

In Phase 2, the facility was expanded to support Road and Bridge Maintenance operations, including a fully enclosed Vehicle Maintenance Shop, a wash bay with adjacent locker rooms, a high-water rescue vehicle shelter, and two open storage buildings with 10 and 12 vehicle bays.
