Palm Beach County Breaks Ground on New Animal Care and Control Facility

Palm Beach County officials, community leaders, and project partners gathered for a celebratory groundbreaking to officially kick off construction of a new Animal Care and Control facility that will modernize shelter operations and expand lifesaving programs across the county.

County leaders described the project as a long-awaited response to continued growth and evolving community needs. Mayor Baxter called the day a proud milestone for Palm Beach County, noting that the new facility will provide a modern and compassionate environment dedicated to animal care and control.

Commissioners and staff highlighted the facility’s role in strengthening both animal welfare and public service. Commissioner Weiss shared that the county’s animal care operations serve between 10,000 and 12,000 animals each year and said the new facility will enhance foster programs, volunteer engagement, and overall lifesaving outcomes. Officials added that thoughtfully designed spaces will help reduce stress for animals while supporting adoption and foster placement efforts.

Animal Care and Control Director Janet Steele acknowledged the project team, naming PGAL as lead architect, with design support from Animal Arts Design Studios. Speakers also celebrated the impact of volunteers, noting that more than 12,000 volunteer hours were donated last year, saving the county an estimated quarter-million dollars in resources.

PGAL Principal Carl Conner said, “We’re proud to collaborate with Palm Beach County on a facility that prioritizes compassionate care and long-term impact. This project is an exciting step forward for animal welfare in the community.”

The ceremony concluded with ceremonial shovel-digging, marking an exciting first step toward a modern, purpose-built facility that will serve animals, staff, volunteers, and the Palm Beach County community for years to come.
