Terminal 1 Back-of-House Program at San Diego International Airport (SAN)

PGAL led the design for the back-of-house program at the new Terminal 1 at San Diego International Airport (SAN), delivering 50,996 square feet of operational space designed for Southwest, Frontier, Delta, JetBlue, Sun Country, Spirit, Air Canada, and WestJet.

Developed in two phases, the program includes administrative offices, ramp operations, technical rooms, passenger service counters, and storage areas. Each component was carefully coordinated with the construction of the one-million-square-foot base building to align infrastructure needs and airline-specific functions.
Design development was guided through hands-on charrettes with local airline teams. Programming and planning were carefully validated at every stage to ensure each space met airline standards, aligned with project phasing, and supported operational goals. Furniture layouts were test-fitted throughout the process to confirm efficiency and end-user functionality.
Specialized solutions were integrated throughout. In the Command Center, raised access flooring allows for flexible furniture layouts and easy cable management, while full-spectrum dimmable lighting helps reduce eye fatigue during long shifts. Breakrooms and conference rooms reflect airline brand identity, including accent blue walls and Southwest’s signature colors and signage.
Spaces such as the Baggage Service Office required close coordination with base building infrastructure and carrier-specific requirements. Technical areas included oxygen storage and filling rooms, individual changing spaces, and pass-through locker rooms to support around-the-clock operations.
For Air Canada and WestJet, private-facing two-way mirror doors and swing gates enhanced both security and efficiency at the service desk. JetBlue, Frontier, and Sun Country facilities emphasized open floor plans with integrated seating and functional breakroom layouts designed for quick transitions between shifts.
Each space was designed to support immediate operational readiness and long-term adaptability for one of the country’s newest terminals.
