The 198,000-square-foot, four-story courthouse reflects the dignity of the U.S. judiciary while honoring the cultural heritage of South Texas.

As Design Excellence architect, PGAL drew inspiration from the region’s historic Spanish missions, incorporating classical symmetry, a two-story portico, and finely proportioned facades.
At the heart of the building, the Great Hall organizes circulation and creates a light-filled public space with a monumental stair and intuitive wayfinding. Large windows and high ceilings bring daylight deep inside, reinforcing openness within a secure environment.
Interior planning separates public, private, and secure circulation to enhance efficiency and preserve the solemn character of the courts. The facility includes paired courtrooms, a Level 3 hardened command center, and durable finishes that reflect the regional vernacular.
A tree-lined Civic Plaza extends the courthouse outdoors, providing space for naturalization ceremonies and public gatherings. Named in honor of Judges Reynaldo G. Garza and Filemon B. Vela, two pioneering Mexican American jurists, the courthouse honors their legacies through enduring design and civic presence.
