James A. Wilding International Arrivals Hall at Washington Dulles International Airport (IAD)

The multi-phased expansion of the International Arrivals Building (IAB) at Dulles International Airport positioned PGAL as Prime Consultant and Architect-of-Record. The project addressed deficiencies in U.S. Customs and Border Protection (CBP) processing by expanding the facility to 340,000 square feet and increasing passenger throughput from 1,400 to 2,500 per hour.

The design enhances passenger flow and orientation while honoring Eero Saarinen’s iconic Main Terminal. A new two-story, 41,000-square-foot Arrivals Hall introduces natural daylight, framed views of the Main Terminal, and intuitive circulation. The building massing respects historic sightlines and ensures architectural harmony across the campus.
An 8,000-square-foot mezzanine supports mobile lounge operations and provides views of queuing areas below. This level also includes two VIP Customs Lounges to ease navigation and elevate the arrival experience.
The expansion improves function and efficiency with larger CBP inspection zones, upgraded baggage claim areas, and a grid of pyramidal skylights that bring daylight into interior spaces. Finishes such as terrazzo flooring, LED backlit signage, and expansive glazing reinforce clarity and wayfinding, while integrated public art creates a welcoming arrival portal to the Nation’s Capital.
The expanded facility was officially named the James A. Wilding International Arrivals Hall, honoring the Airports Authority’s first President and CEO.
