PGAL led the master planning and design of Eastgate Cemetery, a 92-acre site located within the Cedar Bayou 100-year floodplain. Phase I developed the first 11 acres, establishing key infrastructure and circulation systems to support future expansion.

Site design focused on long-term resilience, incorporating storm drainage, detention basins, irrigation ponds, and grading strategies to mitigate frequent flooding. PGAL’s civil team also designed new utility services, lighting, and parking.

A winding access road guides visitors through the site, while dedicated areas were planned for a pavilion and maintenance building, both positioned to preserve views and minimize visual impact. The overall layout balances operational efficiency with a respectful, low-impact footprint that supports the cemetery’s long-term mission.
