Harris County Criminal Justice Center Restoration, Mitigation, + Improvements

Originally designed by PGAL in 2001, the 20-story Harris County Criminal Justice Center underwent a multi-year restoration after sustaining significant damage from Hurricane Harvey.

The renovation prioritized public access, security, and long-term resilience.
The first-floor lobby was reconfigured to more than double screening capacity, with a relocated information desk, new dining area, and coffee shop enhancing the visitor experience. Five new high-rise traction elevators improved circulation, including three glass-enclosed cabs at the southeast corner that serve as a visual landmark and symbol of transparency.
Courtroom floors received updated finishes, offices were refreshed with new carpet and paint, and deferred maintenance issues were resolved. The exterior envelope was resealed, a new roof was installed, and expanded flood mitigation systems were introduced to protect the building up to three feet above the 500-year floodplain elevation.
