Fulton County Animal Services Facility

Faced with an outdated, undersized animal shelter that struggled to meet demand, Fulton County sought a forward-looking solution rooted in compassion, functionality, and public service. PGAL collaborated with Animal Arts to design a modern, purpose-built facility that redefines animal care through innovation, transparency, and thoughtful design.
Operated by Lifeline Animal Rescue, the 50,000-square-foot facility embodies a public-private partnership model, blending government support with nonprofit mission-driven service. The shelter significantly increases capacity and operational efficiency while prioritizing humane outcomes for animals.
The facility is designed to house up to 376 dogs, 99 cats, and livestock in species-specific zones that minimize stress and enhance well-being. Bright, enriching environments feature indoor/outdoor runs, natural ventilation, and abundant daylight. “Catios” and biophilic elements including wood textures, plant-inspired motifs, and calming color palettes, create therapeutic spaces that promote healing for both animals and caregivers.
Beyond animal housing, the design integrates administrative offices, collaborative staff workspaces, and a full-service veterinary clinic. These areas were planned to enhance operational workflow and allow for future adaptability as needs evolve. Animal control services are seamlessly incorporated into the facility, improving coordination and public safety.
Two secure outdoor courtyards provide quiet, controlled environments for smaller or behaviorally sensitive dogs, supporting individualized care plans. The extensive use of glazing throughout fosters visibility, reduces anxiety, and strengthens the shelter’s connection to the surrounding community.
Every aspect of the design was guided by a commitment to humane care, user wellness, and operational resilience. Durable, low-maintenance materials were selected to withstand heavy use while maintaining a warm, welcoming aesthetic. Flexibility is built into the plan to support future growth and new programs.
The result is more than just a shelter, it’s a vital community resource that reflects Fulton County’s commitment to animal welfare and public service, made possible through collaborative, mission-aligned design.
