Fort Bend County Emergency Operations Center – Needs Assessment

Facing long-standing space limitations, outdated infrastructure, and technology challenges, Fort Bend County initiated a comprehensive needs assessment to plan a new Emergency Operations Center.
The former EOC, located in a repurposed 1950s-era county jail, no longer met the operational demands of the county’s emergency management team. Inadequate space, outdated systems, and an aging structure led officials to explore options for a purpose-built solution.
As part of the assessment, PGAL evaluated multiple sites across the county, both on county-owned land and other viable properties. The team analyzed key factors including proximity to floodplains, vehicular access, and availability of reliable utilities. A 22,000-square-foot building program was used as the basis for planning and comparison.
After thorough evaluation, the team determined that rebuilding on the existing site provided the most cost-effective and operationally sound solution.
