The facility centralizes 10 rental car brands under one roof, offering direct access to Terminal A via a pedestrian bridge and connectivity to other terminals through the AirTrain system.

The project was delivered through a public-private partnership under the Tenant Development Approach (TDA), with Conrac Solutions Capital leading the financing. This model transferred full development and financial performance responsibility to the project company, enabling uninterrupted progress during the COVID-19 pandemic via a pre-programmed customer facility charge model.

The ConRAC comprises two six-level structures: a public parking and ready/return garage featuring 2,703 public parking spaces, customer service areas, and public restrooms; and a quick turnaround (QTA) facility housing 3,362 rental car spaces, 54 fueling positions, 15 car wash bays, vacuum systems, and waste management stations. The design optimizes airport land use, reduces roadway congestion, and lowers the airport’s carbon footprint.

Sustainability initiatives are integral to the facility’s design.

A 5-megawatt rooftop solar array, composed of 12,708 photovoltaic panels covering 364,000 square feet, powers the entire structure, making it the largest rooftop solar installation at any U.S. airport. The public parking levels (floors 4–6) feature 163 electric vehicle charging stations, with capacity to expand throughout the rental car center. Additional green elements include LED-efficient lighting, water reclamation systems, and advanced air quality controls.

A distinctive architectural feature – Newark and Beyond – wraps the precast concrete helix in a 19,000-square-foot bas-relief mural.

Celebrating the airport’s identity as a regional gateway, the artwork integrates transportation-themed imagery surrounding the Statue of Liberty.
