PGAL provided phased civil design and permitting services to support the expansion and modernization of Harris County’s CSCD Atascocita facility. The 27-acre redevelopment included detention, drainage, and utility upgrades, all coordinated to maintain continuous operations, secure access, and emergency response capabilities.

Initial improvements began with the construction of a 13,777 square foot storage and maintenance facility, supported by 3.8 acres of site development including permeable paving, grading, drainage, and truck access drives. PGAL guided all civil permitting, storm water quality compliance, and Texas Accessibility Standards (TAS) approvals.

The expansion of the Dual Diagnosis Residential Center (DDRC) included six dormitory buildings, classrooms, administrative offices, a medical clinic, cafeteria, and central plant facilities. PGAL provided 9.5 acres of civil redevelopment for Phases 2 through 4, sequencing all work to avoid disruption to the residential population and essential services.

To support long-term resiliency, the team led major drainage and detention improvements across 6.5 acres. This work included a new detention basin, reinforced concrete box sewers, lined and unlined drainage channels, and outfall coordination with the City of Houston and Harris County Flood Control District.

Upcoming phases will address additional infrastructure needs, including expanded parking, new administrative facilities, and fire protection systems. The final civil package includes design and construction of dual 60,000-gallon water tanks, a 1,500 GPM fire pump system, emergency backup power, and secured utility infrastructure across a 0.3-acre site.
