The campus brings multiple functions together into an efficient environment while planning space for future growth. The development includes a three-story, 90,000-square-foot County Health Care Facility, a 20,000-square-foot Medical Examiner building, a 447-space cast-in-place structured parking garage, and extensive site improvements that strengthen connectivity between the existing Administration building and new buildings.

In the health care facility, several assessment and examination rooms support a range of public health and preventive medicine services. Key clinical programs include low-cost immunizations, STD/HIV testing and counseling, tuberculosis (TB) screening, and WIC (Women, Infants, and Children) nutrition programs.  Indigent care and epidemiology are also supported, along with a health clinic for county employees.

The medical examiner facility provides a venue for death and forensic science investigations along with family support.  The new facility replaces a smaller, aging existing facility that has been in use for nearly 50 years.  New state-of-the art autopsy tables and related equipment are provided in a new facility that provides highly functional spaces for staff, comfortable spaces for family counseling and necessary facilities for secure handling of decedents and storage of evidence.

The parking garage will serve employees working in the existing administration building and new health care and medical examiner buildings and alleviate congestion on existing surface parking lots.  A masonry and cast-stone façade integrates the garage seamlessly into the campus and opens onto a new plaza that leads to the entrances to the administration and health care buildings.

Designed with flexibility in mind, the health care facility incorporates shelled space for future expansion, allowing the county to adapt services as community needs evolve. The medical examiner facility is also designed to be able to be expanded in the future.  Early coordination between the owner, architect, and contractor has streamlined decision-making throughout design and construction while supporting schedule and operational goals.

The campus prioritizes accessibility, operational efficiency, and long-term resiliency while creating a welcoming environment for patients, staff, and visitors. Enhanced pedestrian connections, thoughtful site planning, integrated healthcare and medical examiner facilities, structured parking, and future expansion capacity support the campus’ long-term functionality and growth.

PGAL worked closely with our partner, MWL Architects to program and plan the health care and medical examiner functions and equipment.
