City of Webster Animal Control Facility

The City of Webster partnered with PGAL to design a modern, purpose-built animal control facility that prioritizes humane care, operational efficiency, and long-term value. Located on the city’s Public Works Campus, the new facility replaces an aging structure with a thoughtfully planned environment tailored to the needs of staff, visitors, and animals alike.

Built just north of the original building, the compact layout features 13 indoor/outdoor kennels, two quarantine areas, a feline room, and a designated space for public viewing and animal visitation. The design integrates secure animal flow, natural ventilation, and enhanced cleaning systems to support animal wellness and minimize stress.
Administrative functions are supported by an office, restroom, and dedicated storage, ensuring smooth day-to-day operations. Durable finishes and an easy-to-maintain layout create a clean, welcoming environment that reflects the city’s commitment to responsible animal care.
PGAL collaborated closely with city stakeholders to deliver a facility that balances compassion and functionality, underscoring our approach to designing civic buildings that serve communities with care and purpose.
