Designed in a classical architectural style, the structure features a limestone and brick façade. A copper bell and clock tower anchors the formal, column-lined entry, creating a strong visual identity that reflects the city’s growth and long-term vision.

Programming was guided by departmental input for both shared and council-specific spaces, including the council chambers, ready room, mayor’s office, council office, conference center, and main foyer. Interior finishes include classical detailing, iconic columns, and cherry paneling that establish a timeless, neutral palette. Natural light fills open office areas to enhance comfort and productivity.

The facility balances architectural formality with public accessibility, supporting both government functions and community engagement.
