The City of Port Arthur selected a 15.2-acre site bounded by Gates Boulevard and 9th Avenue for a new animal shelter after determining that its existing facility had outlived its useful life and could no longer meet operational demands. With renovation and expansion no longer feasible, the City needed a purpose-built facility that supports modern animal care while creating a welcoming environment for staff, volunteers, and prospective adopters.

Through a comprehensive programming effort, PGAL designed an approximately 16,500-square-foot animal shelter that improves functionality, safety, and the overall adoption experience. The facility includes 38 indoor and outdoor kennels, dog runs of various sizes, and landscaped play yards that promote animal health and enrichment. Interior spaces support every stage of the shelter’s operations with an enclosed sallyport, medical room, cat room, adoption areas, a generous lobby, department offices, a break room, a divisible training room, and ample storage.

Designed for long-term resilience, the shelter is equipped with an emergency generator to maintain operations during power outages and is hardened to withstand Gulf Coast wind events. By replacing an outdated facility with a modern, purpose-built environment, the project improves daily operations, enhances animal welfare, and better serves the City of Port Arthur’s growing needs.
