City of Navasota Municipal Complex
Navasota, TX
Located in the center of downtown, the 30,000-square-foot municipal complex and surrounding streetscape were designed to reflect the city’s historic character while supporting modern operations. The facility brings city administration, public works, police, municipal courts, and an emergency operations center together under one roof, creating a cohesive civic hub that strengthens connections between city services and the community.

The project began with master planning, programming, and bond referendum support. PGAL conducted an interactive needs assessment to evaluate departmental functions, space requirements, workflow, and security. Cost modeling and funding strategies guided the successful bond election and informed the final design.
Drawing inspiration from the city’s original 1903 City Hall and nearby historic structures, the building blends with the surrounding downtown fabric. The first floor includes a customer service center for accessible public services. The public safety wing houses a 9-1-1 call center, secured detention, forensics lab, evidence processing, and an enclosed sally port. A 75-seat council chamber, also used as the municipal courtroom, provides flexible space for civic and judicial functions.
PGAL has done a great job of designing a facility that is inviting to the community, integrates the historical architecture of our City, and is functional and efficient.
