City of Missouri City Master Plan Vision

City of Missouri City chose PGAL to lead a comprehensive visioning and placemaking initiative for a 20-acre civic district encompassing City Hall, the Community Center, Animal Shelter, Public Works, Quail Green West Park, the Fort Bend County Library, and adjacent Houston Community College facilities.

Working closely with City leadership, PGAL facilitated a collaborative process centered on stakeholder engagement and long-term civic identity. Early dialogue helped uncover shared priorities, align functional needs, and shape a cohesive vision rooted in the City Council’s Strategic Plan, Vision 2029, and updated Comprehensive Plan.
Through workshops, interviews, and targeted outreach, PGAL engaged city departments, library staff, residents, school communities, nonprofit organizations, park users, and business leaders. This inclusive approach produced a clear roadmap for transforming the area into a vibrant, multi-use destination.
PGAL’s deliverables included a detailed vision plan and placemaking strategy, outlining both the long-term design direction and actionable next steps to launch future phases of the City Hall Master Plan and guide implementation and fundraising efforts.
The final vision plan divided the site into four distinct zones: Civic, Cultural, Festival, and Green.
Proposed elements include an amphitheater, hike and bike trails, improved creek and pond features for educational use, expanded park space, cultural and recreational amenities, and opportunities for public art. The first implemented project was a previously approved veterans memorial.
