After Hurricane Harvey destroyed Friendswood’s original Public Works building in 2017, the city converted a vacant supermarket on Blackhawk Boulevard into a permanent home for the Public Works, Engineering, and Parks departments.

Supported by FEMA funding and a voter-approved bond, the facility also incorporates emergency operations capabilities.

The design maximized the existing footprint to meet evolving needs. Phase one reorganized the shell to house administrative offices, engineering spaces, vehicle maintenance bays, equipment shops, locker rooms, break areas, and a weight room for field crews. Phase two transformed a previously unused office suite into a fully functional emergency shelter for the community.

Construction was carefully phased to keep operations active, with staff relocated into completed areas throughout the process.
