The project began with a programming and needs assessment phase, including benchmarking studies of comparable municipalities. PGAL evaluated the site’s condition, applicable codes, and renovation potential. Based on this analysis, a full interior renovation was recommended for six of the buildings.

The design blends Mediterranean architectural elements with clean, contemporary finishes. Public-facing improvements include a reimagined main lobby in Building 1, a multipurpose room in Building 3, and new council chambers in Building 4. Staff areas in Buildings 4 through 7 were reconfigured to improve connectivity and workflow, emphasizing natural light, warm materials, and interior transparency.

The renovated campus enhances service delivery for residents and provides staff with a modern, flexible workplace that reinforces civic identity and supports long-term operational efficiency.
