This strategically located two-story, 25,166-square-foot facility serves as Bellaire’s central hub for city services, civic engagement, and community events. The building brings together key administrative functions by housing city administration, the clerk’s office, finance, planning and development, and a senior outreach program within a unified and highly efficient space.

The design was driven by a community-focused vision to create a welcoming, flexible environment that encourages public interaction. At the core of the facility is a civic center that can function as one large gathering space or divide into three multipurpose rooms to support a variety of public programs and events.

By unifying services and maximizing spatial efficiency, PGAL minimized the building’s footprint to preserve surrounding green space and enhance the adjacent park setting. Oriented to frame views of Bellaire Town Square, the facility delivers a strong civic presence while supporting long-term operational goals.
