The study considered a 35,000-square-foot buildout, combining the renovation of the existing 15,000-square-foot building at 955 Water Street with a proposed 20,000-square-foot expansion. While the building appeared to be in fair condition, a detailed analysis of its structure was not included in the study scope.

Concept schemes demonstrated that the site could comfortably support the required expansion and parking. A two-level approach was recommended to reduce the overall footprint and maximize opportunities for public park and plaza space along the adjacent river trail system.

The study highlighted the site’s potential to support civic functions while contributing to public amenity and downtown revitalization.
