The four-story facility balances civic identity with long-term flexibility, supporting county-wide judicial functions.

A formal colonnade and glass-enclosed rotunda define the main entrance, bringing natural light into the central lobby. The building includes 14 courtrooms, lower-level secure holding with direct elevator access, and offices for the County Clerk, District Attorney, and Homeland Security. Additional elements include Grand Jury and hearing rooms, a law library, and centralized jury services.

Phase II added 150,000 square feet, delivering 10 additional courtrooms, upgraded courtroom technology, and expanded space for jury services and county departments. The full build-out will support up to 64 courtrooms and complete consolidation of county court operations.

PGAL also developed the site master plan, addressing secure prisoner transport from the adjacent jail, managing site topography, and optimizing parking layouts to minimize public walking distances.
