Citizens Communications, a long time PGAL client, made a decision to vacate leased space and build a corporate office building for their own use. The selected 27-acre site is located in Legacy Park, Plano. Included in the list of major U.S. companies who have chosen this very successful location for their headquarters is J.C. Penney, EDS, American Petrofina, and Frito-Lay.

The first phase of the Citizens' campus consisted of a 285,000 SF of office space, with two 2-level and one 3-level structure. There is one parking level (approximately 31,000 SF) below the 3-level centerpiece building with the remainder parking on grade. Both, the 2-story outboard wings and the 3-story centerpiece, are "tilt-up" construction.

The signature elements of the design are a large free form entry portico and "finned" oval atrium with a glass tower at the main entrance of the facility. Since the majority of the office areas utilize open planning, the "core" functions and employee entrances are located at the curved stone towers located at each end.
