PGAL was retained as prime consultant to assist the Houston 2012 Foundation in Houston's bid to be the U.S. Candidate City for the 2012 Olympics, based on our master planning expertise, thorough familiarity with Houston infrastructure opportunities and challenges, and our broad range of architectural and engineering capabilities — particularly in design of transportation, parking, and recreational/sports facilities. To have a final draft of the bid submission ready by March 2000, thereby allowing time for evaluation and refinement prior to the December 2000 submission to the United States Olympic Committee, the Foundation requires services that include: Technical review of the Foundation's findings on the current status of venues; establishing cost estimates; preparing renderings that will present the entire bid package to the United States Olympic Committee (USOC); Houston already possesses many of the nearly 30 competition venues required for the Olympic Games; in addition to the competition venues, 50-plus training sites are also needed.

PGAL's challenge was to help the Foundation prepare a bid that meets USOC technical requirements, demonstrates Houston's ability to host the games, and favorably contrasts Houston with other cities, all within an extremely tight schedule to meet the USOC's timeline.
